Emlyn was born and brought up in a village
near Holywell in Flintshire. He is married to Cheryl, has a son
and a daughter and has lived in Llanrhystud since 1976.
His father was a craft teacher with interests in ironmongery and
bicycle shops who also served as Mayor of Flint, was a County Councillor
and magistrate. His mother was a florist and gardener who had exhibited
in the Southport and Shrewsbury Flower Shows.
After leaving Holywell grammar school and later the technical college,
he joined Flintshire County Council as a trainee in the finance
department in 1965. By the time he moved to Delyn Borough Council
in 1974 he had qualified as an accountant.
In 1975 he moved to Ceredigion District Council and was appointed
as Deputy Director of Finance in 1981. He became Director of Finance
of Ceredigion County Council in 1995. However following heart surgery
in 2001 he took early retirement.
Since then President Emlyn has done audit work for many community
councils, has worked for the Welsh Assembly, is currently part time
Chief Finance officer for the Brecon Beacons National Park Authority
and has his own consultancy business.
Probably the most challenging and interesting project with which
he had been involved professionally, was the PFI scheme for financing
the building of Ysgol Penweddig , Aberystwyth, the first of its
kind in Wales involving more than 40 contracts. He also remembers
with affection the early days when his office was attached to the
Holywell registry office where on many occasions he stood in as
a witness receiving a 2s 6d fee for his trouble.
Our President is heavily involved in voluntary work as treasurer
for the Cardiganshire Association for the Blind, he was Treasurer
of the Welsh Books Council for 5 years, Captain and President of
Penrhos Golf Club, is a member of the the University Audit Committee
and was treasurer of Llanrhystud Memorial Hall for many years. His
other interests include playing golf, motor cycling and woodwork.
